Cameron has a wide range of experience in areas including network cost modelling, transaction support and spectrum policy/management, working on behalf of both telecoms regulators and operators.

Cameron has particular expertise in the area of spectrum management and has supported clients ahead of many spectrum awards and transactions. He has led multiple projects for operators on topics including spectrum strategy, spectrum valuation and bidding strategy, as well as supporting regulators with issues such as spectrum award design. In addition, he has contributed to several white papers and expert witness reports on major spectrum management issues. Cameron is also active in the area of regulation, having supported regulators with high-profile studies on topics such as number portability and pricing of regulated wholesale services.

Cameron has an MSci degree in Chemistry from Imperial College London, during which he spent a year at Georgia Tech in Atlanta, USA.

Examples of projects which illustrate the breadth of Cameron’s experience include:

  • Advising the Slovenian regulator (AKOS) on the award of spectrum in the 700MHz, 1500MHz, 2100MHz, 2300MHz, 3500MHz and 26GHz bands, including on the appropriate reserve prices for the spectrum.

  • Independent valuation of 700MHz, 800MHz and 2600MHz spectrum in four Central African countries in support of potential transactions.

  • Assessment of a mobile operator’s high-level spectrum strategy for the coming 5-10 years, with particular focus on high-band spectrum requirements for 5G in the short to medium term.

  • Writing a white paper on potential long-term band plans for low-frequency mobile spectrum in the 694-960MHz range.

  • International benchmarking of the value of 900MHz and 1800MHz spectrum in Europe, in support of a legal case brought by our client.

  • Supporting mobile operators ahead of 5G spectrum awards in countries including Australia, Colombia, Greece, Thailand and the UK, comprising both spectrum valuation and bid strategy development.

  • Completion of a feasibility study into the implementation of fixed number portability in Malaysia, including a cost-benefit assessment.

  • Preparing top-down and bottom-up network cost models to determine suitable mobile and fixed-line termination rates on behalf of ICASA, the South African regulator.

  • Due diligence of the Latin American spectrum assets of a mobile operator in advance of a proposed transaction.

  • Preparing a network cost model to support a Middle Eastern operator in preparing an updated wholesale offer for a new entrant.
